On February 3, 2024, a team from the Ministry of Works and the Uganda National roads Authority (UNRA) jointly inspected the Mukono-Katosi and Kisoga-Nyenga-Njeru highways. Engineer in Chief Samson Bagonza led the team conducting the inspection, which was carried out in response to a mandate from President Yoweri Museveni.
Up to 2014, the road that connected Nkokonjeru and Nyenga in Buikwe District to Mukono, Kyetume, and Katosi in Mukono District had a gravel surface. Ever since the National Resistance Movement took control in 1986, the government has been concerned about the road.
In 2011, after an international bidding process, Eutaw Construction Limited won the bid for sh165 billion, and construction began on July 7, 2014, with a projected duration of three years. However, controversy arose when it was discovered that the actual contractor was Chongqing International Construction Corporation (CICO), a company with Chinese roots, instead of Eutaw Construction Limited.
The unauthorized subcontracting led to the intervention of the Inspector General of Government (IGG), resulting in the halting of the work and subsequent prosecution. Businessman Apollo Senkeeto, also known as Mark Kalyesubula, was sentenced to 10 years imprisonment, and he has appealed against the conviction and sentence.
