President Museveni and The Azerbaijani Delegation Discuss Innovations

Yesterday, His Excellency Ulvi Mehdiyev, the head of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, led a team from that country to President Yoweri Kaguta Museveni.

H.E. Mehdiyev also serves as head of ASAN, a government organization that provides public services to Azerbaijani citizens.

The agency is a component of the extensive reforms in the area of public administration that were launched eleven years ago by His Excellency llham Aliyev, President of the Republic of Azerbaijan. Its objective is to make services more easily accessible to citizens utilizing new technology.

Mr. Mehdiyev and his group presented President Museveni with the “ASAN” concept, which they hope to implement in Uganda to enhance public service administration, during the meeting at State House Entebbe, which was also attended by representatives from the Ministry of Public Service.

“ASAN Service has shown to be a truly innovative project. Since its start, “SAN Service” has won praise from all over the world for its quality in public service and social innovations and has swiftly become Azerbaijan’s distinctive intellectual property, according to H.E. Mehdiyev, who introduced the concept to President Museveni.

“We are working on it already, but I hear you are further along. We will therefore be delighted to have that center visit us. President Museveni stated, “I shall be delighted to have Mr. Aliyev (the president of Azerbaijan) lay the cornerstone for that center.

Asan is Azerbaijani for “easy,” and Chairman Mehdiyev claims that there is already cooperation with over 20 other nations about the replication of the Azerbaijani model of “ASAN service.”

In order to implement the Azerbaijani “ASAN Service” experience in Uganda, Uganda and Azerbaijan signed a Memorandum of Understanding in September 2018. Since that time, “ASAN service” and the Ministry of Public Service have worked closely together to plan exchange visits for mutual growth.

“The introduction of the ASAN concept represents a reform in public administration. A modern ASAN-based Service Uganda Center can be established, and the inauguration ceremony may be held with the participation of the leaders of both countries within the framework of the Non- Aligned Movement (NAM) Kampala Summit, Mr. Mehdiyev noted. He added that the implementation of this reform in Uganda through your strong political will and support will be the next significant contribution to the further development of the welfare of the Ugandan people.

At the 19th Summit of the NAM Heads of State and Government in Kampala, Uganda will assume leadership of the organization through 2026, and President Ilham Aliyev of the Republic of Azerbaijan is anticipated to be there.

Thanking Uganda for actively supporting Azerbaijan’s NAM initiatives, Mr. Mehdiyev urged further support for the creation of the NAM women platform.

“We can implement this process as a joint initiative of Uganda and Azerbaijan, if you consider it positively,” he stated.

Cooperation in many areas, including trade, investment, and public services, has constantly improved as a result of the positive relations between Uganda and Azerbaijan.

The 19th Summit will be held in Uganda with the subject “Deepening cooperation for Shared Global Affluence.”

President Yoweri Museveni will take over the organization’s chairmanship from President Ilham Aliyev at the summit, which will be place in January 2024 at the Speke Resort Munyonyo.
