In Moroto District, a cement factory is set to break ground, and President Yoweri Museveni is scheduled to attend.

The advance team was established by government representatives including the Minister of State for Mineral Development, Peter Lokeris, in order to organize the ceremony on Tuesday, September 12.

A joint venture between a Chinese company, West International Holding Cement Ltd, and Sunbird Quarry Moroto was formed to build a cement mill in the Nadumet Village Sub County of Moroto, close to the Moroto Airstrip.

In order to mine limestone, Sunbird Quarry Moroto purchased the surface rights from Rucodet Community Trust. West International is going to construct a facility to turn limestone into clinker. The foundation of cement manufacture is clinker.

Clinker is primarily a mixture of minerals and limestone that has been fired and changed by a kiln. Geoffrey Ojok, an attorney for the trust, claimed that the community had given the investors the surface rights.

The parties had agreed to create a community development agreement in accordance with the new Mining and Minerals Act 2023, according to Ojok. The agreement outlines the benefits that the community expects from the investors as well as the development needs that the community wants to be addressed.

The initiative is expected to cost $1.2 billion, according to a Ministry of Energy and Mineral Development official. For the former livestock rustlers in Karamoja, it will result in jobs. All was prepared, he claimed, for President Museveni to conduct the groundbreaking ceremony.

One of Uganda’s measures to boost industry competition and reduce cement’s retail price is to increase the number of cement producers.

The National Development Plan (NDP III) 2020–2025 prioritizes a number of industries, including cement manufacturing, in order to create a robust, integrated, autonomous, and self-sufficient economy.
