According to President Yoweri Kaguta Museveni, anyone opposed to urbanization, particularly as it relates to industrialization, is an enemy of Uganda.
“Anyone who truly opposes urbanization, especially through industrialization, is either blind or an enemy of the people,” he declared. Urbanization is particularly vital for the area.
While visiting Horyal Investment Holding Company in Gem Pacilo village, Atiak Sub-County, Amuru District, yesterday, the President made the following remarks.
Dr. Amina Hersi Moghe is a businesswoman who owns the company.
The President came to evaluate the company’s performance, which operates the Atiak Sugar Factory.
President Museveni claims that those who are at odds over the land that Atiak Sugar Factory is using are only opportunists looking to sow discord among the Acholi people.
“We will not tolerate any misrepresentations made by any group, such as the Balaalo who arrived from the south. What makes you traveling to the North? For what purpose? Many of them come here to cause uncertainty since they either underutilized or misused their own land, and they don’t have valid grounds for doing so. However, some people might visit for valid reasons. Thus, he explained, “On the one hand, we don’t support people who waste their land in other regions of the nation and then come here to do the same thing, but on the other hand, there are some people who want to do some good work.”
“We are all here, and we will oppose anyone causing misrepresentation. I wrote my document; please return; together, we will examine it and work toward a solution with the help of the other committee that we established,” he said.
According to President Museveni, the Atiak Sugar Factory project will help everyone in Acholi and the surrounding areas, making it a beneficial growth stimulant.

The strategic goal is to eliminate imports by manufacturing sugar. If sugar were imported, how much money would we need to spend annually? You cannot claim to be making a mistake if you are producing and exporting sugar. Even if you fail in the first round, once you start, keep going. You are seeing me here because I successfully attacked Kabamba a third time after failing to do it the first two times.
At the same event, President Museveni pledged to compensate the late John Omaya’s family for their astute decision to grant Dr. Amina land on which to establish the clinic.
However, if smallholder farmers wish to increase their income, President Museveni suggested that they switch to a four-acre form of farming rather than cultivating cotton and sugarcane.
“I recommend products that are in high demand on a national, regional, and worldwide scale when you read my books,” he stated.
President Museveni was commended by Hon. Francis Mwebesa, Minister of Trade, Industry, and Cooperatives, for his dedication to industrialization as a means of generating money, creating jobs, and transforming communities.
“I urge Uganda Development Corporation, Horyal, and other government agencies to assist us in the factory’s success,” he stated, addressing his partners and stakeholders.
According to Hon. Norbert Mao, Minister of Justice and Constitutional Affairs, President Museveni’s statement while signing the Juba Peace Agreement on his own provides the foundation for this endeavor.
“You promised to industrialize Northern Uganda in your speech so that people would have jobs. We regarded that pledge with tremendous gravity, and on the basis of it, we concluded that, with the guns going down and the peace returning, it was imperative that Northern Uganda cease to be a drain on Uganda’s economy and begin to contribute—and that, in order to contribute, one must make use of one’s greatest asset. This is how the land was gifted to Maama Amina for development by the John Omaya family.
Dr. Amina expressed her gratitude to President Museveni’s administration of Uganda for the assistance provided to her business, which has allowed them to make success.
