NAM, G77 Summits: KCCA Says Structures Can be Amended Before Approval

Owners who want to make small changes to their city buildings do not need to obtain approval from the Kampala Capital City Authority (KCCA) between now and January, according to Hajjat Minsa Kabanda, the minister for Kampala Capital City and Metropolitan Affairs.

A person who plans to carry out a building operation must apply for a building permit to the Building Committee in the area where the construction operation is to be carried out, according to the Building Control Act 2013.

The legislation requires that an application for a building permit be in the form authorized by the Board, contain the applicant’s name, physical and postal addresses, and be accompanied by a land title or other proof of ownership of the land.

It continues, “A person who contravenes subsection (1) commits an offence and is liable, on conviction, to a fine not exceeding fifty currency points [sh1m] or imprisonment not exceeding two years, or both.”

Minister Kabanda, on the other hand, stated that as long as the improvements are targeted at improving the building’s aesthetics, they can proceed without asking authorization from the entity’s physical planning department.

She did, however, point out that this waiver is only valid for two months.

Kabanda was addressing at the Uganda Media Centre at a press conference. The event was held to inform the public on the progress made in preparation for the summits and to encourage public cooperation.

Kabanda also provided a report to the country on the continuing renovation of city roadways, noting that construction had begun on ten routes.

Wavamunno Road, Ggaba Road, Mukwano Road, Press House Road, UCB Rise, Mobutu Road, Prince Badru Kakungulu Road, Salaama Road, Tank Hill, and Seriso Road are just a few examples.

She explained that in addition to working on the roads to ensure they are in good driving condition, they are also dealing with drainage on certain routes such as Ggaba to control floods.

She also stated that KCCA is rebuilding and installing lamps on major roadways across the city.

President Yoweri Museveni visited some of the locations last Saturday to get a firsthand evaluation.

“We are committed to finishing the works on time while ensuring the highest standards,” Kabanda stated in a press release.

The NAM summit will take place from January 15-20, 2019, at the Speke Resort Hotel in Munyonyo, while the G77 summit (Third South Summit) will take place from January 21-23, 2019.

The respective themes for the two summits are: ‘Depending co-operation for shared global wealth’ and ‘Leaving no one behind’.
